James Franklin - Director of Utility Operations of Independence Power & Light, a municipal utility in Missouri.  Former Executive Vice President of Missouri Public Service (Aquila).  Mr. Franklin has an electrical engineering degree and has a top level understanding of the transmission systems in the U.S. and maintains high level contacts throughout the industry, many gained through his service on North American Electric Reliability Corporation (NERC) boards.
